You have mixed up two different form of search engine marketing. "search engine optimization" refers to the methods tmployed to get your site ranked as highly as possible in the organic/ unpaid ranking in the centre of the page. What you want are the paid listing, which are at the top and the right. This is called "Search engine pay per click" aka SEPPC or just PPC.
This works very similarly to an auction. You identify a keyword you want to bid on, lets say "shoes" and set how much you are willing to pay per click. If you have set this higher than anyone else you will be shown at the top in position 1, if someone has bid higher you will be 2nd and so on.
The best way is to work out how much a visitor is worth to you (e.g. first sale) and how much you are willing to spend to acquire a visitor. Don’t go crazy at the start, start slowly testing different bids to see where you are placed and your return on investment. Being number 1 is not always the best strategy.
