can anyone tell me if there is a website where I can find people from the past like friends or neighbors?
Sometimes you would like to find that old friend from the old neighborhood or simply the first girl you had a crush with. Have someone came up with the idea of creating a website where you can be able to find any person from your past or where a person can post his or her personal info without incurring in sensitive info that could affect his or her record. Things like I was raised in "X" neighborhood, city, country, graduated from this or that school, lived in this town , alias, etc etc

theres a lot of different websites out there
Try http://www.classmates.com or http://www.zabasearch.com. The first is an alumi site and the second just gathers public records and you might be able to use it to find someones phone number or address. Have fun!
