How do I create a website that has a “post your comment” area at the end of the page? RSS feed?
Is it an RSS feed or a blog or what? What technology allows comments to be posted at the end of articles on a web page?

Most people use either Typepad or wordpress. WordPress is totally free open-source software and is highly customizeable. Check out http://www.wordpress.org
