You will find that there are many sites driven by web hosts that offer help to create your own site. I suggest that you take a look at several options when it comes hosting and features. I would also suggest that you take a look first comparing feature-by-feature then dollar-for-dollar. This will ensure that you get the best fit and the most for your money.

I started creating websites when I was 14. There are two ways to do it, you can use a page builder or html. I have never personally used a page builder but from what I knew they are the easiest way to do things-like point and click sort of thing.
If you want something more unique, and made from scratch you would use html. I have been using the site http://www.lissaexplains.com since the beginning, 8 years later I am still using that site. She easily explains how to do everything.
I would recommend starting off with Yahoo! Geocities. It is free (with ads) but pretty simple to navigate. Plus you can always upgrade your site to a "no ads" site later if you wanted without having to do anything else but signing up.
