Several books could be written (and have been) in answer to your question. I have run a business where I do just what you’re asking.
The best way to make a commercial website, if you are unfamiliar with technology, would be to purchase a package (yahoo, superb.net) that comes with everything you need.
You could hire a consultant, like me, to help you with all of that.
I would recommend you start with a business plan to help you figure out the operational and financial aspects of your business (how much you’ll have to pay for your hosting and how much you expect to make from the business). That will really get you thinking about how to make it all work.
