Paypal : a person without an account can pay you with a credit card? Or do they have to start an account?
Paypal website and promotions always say that people can pay you, an account holder, using their credit card even if they don’t have a Paypal account themselves. But it looks like they mean that they can pay you by starting a Paypal account themselves. Can anyone really pay you without an account?

They don’t have to set up a PayPal account to pay you with a credit card. But if they register an account later (with the same e-mail address) they will be able to track old payments too.
It’s up to the vendor decide if the costumer must have a paypal account to pay him. You can choose to recive payments from everyone, or just by those who already (or are going to) have a paypal account.
If I remember, only Premium and Bussines accounts of vendors can accept payments from costumers WITHOUT paypal account
