   I know Homestead http://www.homestead.com/ offer you a free website. Not sure though whether you can add third party advertising to it though but you can certainly use it for commercial purposes.

   If you can build your own website – maybe with Dreamweaver or Frontpage for example you can get it hosted for free as many sites offer free web hosting. You will need to have your own domain though.

   You could also think about

   http://geocities.yahoo.com/ps/learn2/HowItWorks4_Free.html

   a free website from yahoo, but with their advertising.

   or http://blogger.com

   Strictly this is a blog but can act as a website. You can use one of their templates or you can add your own html. You can also (for a fee) have your own domain.
