Where can I find the most up to date information on Search Engine Optimization?
I WILL purchase an up to date book or visit a FREE UP TO DATE site. I’m not looking for a member ship somewhere or pay for an "info-mercial" book.

I would think a bookstore textbook, like the 400 page SEO Engine Optimization Bible would touch on most of your needs (my copy is from 2008), hanging around the forums that a search for SEO Forum or Webmaster Forum turns up should give you insights to the latest changes and tricks not suitable for publishing.
Some outdated techniques that are no longer as effective that an older guide might contain includes: keyword stuffing, link exchanges, meta data optimization (at least little use with Google), dumb cloaking like coloring text to bg color, and some link farm schemes.

you don’t really need to purchase any ebook. most of the ebooks cover the basic concepts that you can find reading some seo blogs online for free. just do a search for SEO or search engine optimization and you will run into lot of resources. look at the sites and try to get a feel for a few sites that have some decent amount of content. read and cross reference with info from other sites as well.
you can read all you want but you will not be able to master SEO unless you practice what you read. good luck
From my experience you won’t get real secret on SEO from free stuff. You will be very very lucky if you stumble into free sites giving you valuable lesson on SEO. Most of them only give the basics SEO knowledge.
Trust me. People just don’t giveaway real meaty up-to-date knowledge especially SEO. Getting ranked on search engine means lot of money. Who is going to give that for free. SEO is a business so whoever has that knowledge most often will only trade with money that is worth for them to sell.
And one more thing real knowledge alone is not enough with SEO. You need tools to make it works and learning those tools is another hurdle. So basically is not an easy way going about getting SEO works for you.
