Well, this depends on your level of "expertise"..
I myself prefer Photoshop & Dreamweaver, but I would not recommend this if you’re new to building web-pages.
If you’re a beginner, use a WYSIWYG editor (What you see is what you get) Such as Frontpage (if the host supports it) or Coffeecup HTML Editor (http://www.coffeecup.com/html-editor/) which will generate normal HTML to be used on free servers as well.
If you’re an intermediate user, try doing it online, use a CMS (Content Management System) such as WordPress (http://www.wordpress.org/) or Joomla! (http://www.joomla.org/). Note: These need PHP & MySQL on the webhost, but have built-in WYSIWYG editing options (and hundreds of free themes/add-ons available).
If you’re a (semi-)pro, I’d go for Photoshop & Dreamweaver…
So depending on your level of expertise, I’d choose one of the above options…. Hope this helps you along…
ow, and on a side note: you can learn HTML./CSS for free on http://www.w3schools.com
Good Luck!
Like Bjorn V says,
it definitely depends on your level of expertise,
*but*
If you have no knowledge of HTML, CSS or the like,
The only thing I have found is Site Build It.
It is quite an amazing website builder,
and it fits any level of expertise, you can even stop using their block by block page builder at any time, and use HTML instead!
I have built this website,
http://www.bookworm-book-reviews.com/
in a short period of time,
and I have only been doing it on the weekends!
Check out my "about me" page for some links to their website.
Hope this helps you!
