Are you a Software Developer?
You do not necessarily have to pay someone to get a business website. And if you’re asking "why can’t you make your own shopping cart", it simply isn’t done unless you program PHP and such.
I recommend osCommerce if you don’t want a free, open source shopping cart that will be powerful for a business. You should get a SSL certificate, usually provided by hosting companies. osCommerce can be downloaded and installed instantly into your host if it supports Fantastico Auto-Installer.
